[PowerFlex] Fix the config 'powerflex.connect.on.demand' description

Description

This PR fixes the config 'powerflex.connect.on.demand' description.

The configuration description was updated here: #9903 (for behavior change in 4.21.0), it seems the description reverted to previous behavior due to forward merge of PR: #11554.

@sureshanaparti a [SL] Jenkins job has been kicked to build packages. It will be bundled with KVM, XenServer and VMware SystemVM templates. I'll keep you posted as I make progress.
