Bug - JumpLinks - With drawer demo bugs #10887

Depends on Core patternfly/patternfly#6994
The "with drawer" demo for JumpLinks has a couple issues:
- JumpLinks/Drawer toggle are not sticky
- JumpLinks not working correctly (scrollspy & clicking)
