Support "create" for pyenv

Hi! So right now- we do not support "create environment" with pyenv, we only support selecting an environment. This means you can create one with pyenv from your terminal and then select it. Implementing create for pyenv is a feature request- which I can work on if we get enough upvotes showing support. If you have any interest in contributing, I can give you some advice and you could contribute this feature to the repo which would speed up the timeline. Thanks
