Summary

The website renders CHANGELOG.md and it had drifted way out of date — the existing `[vNext]` section was actually describing the rebrand-in-progress state which has now shipped.

Closes out two version blocks:

Docs-only change, so the release workflow won't trigger (paths-ignore covers `**/*.md`).

The website renders CHANGELOG.md, so getting this current matters. Bulk of
the work is grouped into 10.2.0 (the NUKE → Fallout rebrand body: namespace
rename, package-ID rename, global tool rename, repo restructure, visual
identity, migration CLI + codefix, Nuke.* transition shim on GH Packages,
vendored SolutionPersistence, primary nuget.org feed, telemetry
neutralized, GHA-only CI). 10.3.0 captures today's stability work:
the SolutionPersistence packaging fix that unbroke SolutionModel restore,
--skip-duplicate on the nuget push so partial-failure reruns work,
PowerShell 7.5+ bootstrap fix, digit-prefix solution-folder fix,
GitVersion retirement, and the dep-cleanup pass.

Absorbed the old [vNext] bullets into 10.2.0 since they described the
rebrand-in-progress state that's now shipped.
