Fix: Close account - Unable to close a phone number account, error is displayed

Added formatPhoneNumber for the login id to validate with the same value which we are showing the user to enter on the close account page.

While testing mSafari, I got stuck on login reaching maximum number of magic codes

As this is very simple change which doesn't depend on platform, should not be a blocker.
