Action Performed:

1. Go to staging.new.expensify.com
2. Go to workspace chat.
3. Create two empty reports.
4. Go to Reports > Reports.
5. Open any report.

Expected Result:

Navigation arrows will appear on Reports > Reports.

Actual Result:

Navigation arrows do not appear on Reports > Reports.
