Action Performed:

1. Go to staging.new.expensify.com
2. Go to workspace chat.
3. Create a non-reimbursable expense.
4. Click Submit and Approve.
5. Go to Reports > Pay.

Expected Result:

Non-reimbursable report will not appear on Reports > Pay section.

Actual Result:

Non-reimbursable report appears on Reports > Pay section.

I verified that this occurs when running staging locally, against the production API. Therefore the problem is in App, not the API.
