[Frontend] Duplicate requests while active workspace is being determined

Describe the issue

This is a minor issue, but has been reported as a nuisance by a few internal folks:

• when you first launch the dashboard, we fetch all workspace-scoped data from the "default" workspace
• we also fetch the active workspace name
• once we have the active workspace name, we then refetch all workspace-scoped data again

All of the above happens very quickly, and it causes some duplicate requests to be fired. This is not game-breaking, but is not ideal either.

Steps to Reproduce

Open the Codegate UI when your active workspace is not set to default.
