[FR] Integrated AI chat thread panel while browsing code

When browsing code /browse, it would be useful to have a AI chat panel that allows you to ask questions. Here's a poor mock of what I mean:

@brendan-kellam @msukkari I have picked this one up. Will be filling up the missing UI pieces on my own, like the chat panel toggle button.
