需要情景： 配合 early-start 机制，希望脚本更快执行
行为：不理会协调，先用syncFlag 设置 server 跟 client, 直接执行。
注1：根据脚本内容，如含有同步GM API（例如 GM_addElement），执行时会因为协调未成功而报错无法使用
注2：仅为参考用，故保留 getEventFlag negotiateEventFlag 等东西方便参考
