[BUG] salt produces incorrect wheel

The Python wheel created by salt is incorrect and the installer is unable to install it. Please see pypa/installer#194 for details.

I hit the same issue when updating the nixpkgs package to 3008.0.
There’s some information in pypa/installer#170 as well.

I was able to work around it by changing

salt/tools/pkg/salt_build_backend.py

Line 223 in 4c0591b

def get_scripts(dist=None):

to return [].
