- Enable CLAUDE_CODE_NO_FLICKER=1 on all platforms
- Enable CLAUDE_CODE_USE_POWERSHELL_TOOL=1 on Windows only
- Fix Gemini CLI 0.36.0 crash: replace empty --allowed-mcp-server-names with dummy name to bypass new policy validation
- Skip rate-limited agents in smoke tests instead of failing
