The /scoring page on the site does not have a table of contents.

Changes Made

1. Mobile TOC: Added a visible table of contents at the top of the page content for mobile/tablet users (screens < 1024px)
2. Desktop TOC: Kept the existing sticky sidebar TOC for desktop users (screens ≥ 1024px)
3. Responsive Design: Updated the TableOfContents component to only apply sticky positioning on desktop screens

• src/components/rfds/TableOfContents.tsx - Made sticky positioning responsive

The table of contents now appears on all screen sizes, helping users navigate the scoring page sections regardless of their device.
