Adds the portable website.snapshot.v1 workflow, verified baseline diffs and conditional reuse, recursive artifact integrity, local pack replay, deterministic pricing/trial guards, public CLI/SDK/MCP surfaces, schema, golden fixtures, and release documentation.\n\nValidated with 1,051 Python tests, 15 MCP tests, lint, mypy, TypeScript, live Monarch and example.com artifact verification, and reproducible wheel/sdist builds.
