Add issue discovery homepage

Summary

• Moves the existing setup/deployment homepage to /deploy.
• Replaces / with a centralized issue discovery page backed by stored Pvium bounty records.
• Adds controls for recent/top sorting, ascending/descending order, and minimum bounty filtering.
• Displays issue cards with repo, issue number, bounty amount/currency, status, update date, and a GitHub issue link.

Test plan

• npm run typecheck
• npm run build

Notes:

• npm test does not run in the local Node v26 environment because the script uses --experimental-transform-types, which Node v26 rejects before executing tests.
• npm run lint opens the deprecated interactive next lint setup prompt in this repo, so I did not let it rewrite lint config.

Closes #43.
