Add bounty issue discovery homepage

Summary

• replace the root page with a bounty issue discovery dashboard backed by stored Pvium bounty records
• add Recent Issues and Top Issues views with minimum bounty and sort order controls
• move the existing setup/deployment documentation page to /deploy

Closes #43.

The current Vercel failure appears to be the external fork authorization gate from the Vercel bot comment, not a build failure from this change.

Checking in on this bounty PR. It is still mergeable, and the only failing check is the external Vercel team authorization gate. I also checked the other open PRs for issue #43, and they appear to be blocked by the same Vercel authorization requirement rather than by build failures.\n\nMy branch was locally verified earlier with:\n- npm run typecheck\n- npm test\n- npm run build\n\nHappy to rerun verification or adjust the implementation if a maintainer authorizes Vercel or reviews the PR.
