Bug - Menu - enable tooltips on menu items like deprecated dropdown

The basic deprecated dropdown allows for tooltips to be placed on enabled and aria-disabled dropdown items.

Our newly promoted Dropdown does not have this capability.
@DaoDaoNoCode said that RHODS would love the same functionality in the Select component as well, so if we enable it in the Menu's MenuItems, then both the Dropdown and Select can benefit.
