Addresses #148
Workaround: in auto-approve, detect if PR changes .github/workflows/* and skip the app-token --auto-merge step (which fails without the perm).
Preferred: grant the permission as described in #148.
This prevents failures like seen on PRs editing release.yml etc.
Also rechecks the migration from #147 (already landed).
