Add enable_word_time_offsets to SynthesizeSpeechRequest and a WordTiming message exposed via SynthesizeSpeechResponseMetadata.words, mirroring the ASR enable_word_time_offsets / WordInfo pattern. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
