Show dependencies in sidebar even when there are none

[...] I also think that it would be good to still show the "dependencies" section on the sidebar, even if it's empty.

It makes it so that I have to look in a single place to know what deps a package has, rather than looking in different places (sidebar vs banner) depending on whether the package has some or none.
