Versions modal options should be reflected in query params

Currently the modal only adds ?modal=versions. I think we should also deep link the options, similar to &granularity option in the chart modal

I think instead of All | Low it should be Exclude low | All or something like that

#1725 only partially resolved this issue, so should this be reopened?

Updated this issue to just reflect the query param changes, let's continue with the rewording in the new issue #1935
