README hash links do not work

This package has a built-in Table of Contents. As you click on various items there, hash in the URL changes, but the user isn't scrolled to an appropriate section.

URL hash is #user-content-encodeOpeningHours and element id is user-content-encodeopeninghours all lower case.
When changing the hash to #user-content-encodeopeninghours it works fine, we should probably keep the casing on the element id.
