The workaround used in repl to support let and const in non-strict mode has been unnecessary since V8 v4.9 / Node.js v6.0.0. The first commit removes this workaround, known as "magic" mode. The second commit doc-deprecate magic mode (which is now entirely equivalent to sloppy mode) in both repl module and in internal/repl, which is responsible for starting the REPL in node interactive mode.

Oops, I was not aware of #7850 or #9601 (which runtime-deprecates NODE_REPL_MODE=magic). Since #9601 doesn't look too active right now, I suppose it is useful to at least get this in separately.

@jasnell, what is the official policy for deprecation? Is it acceptable to runtime-deprecate this in v8.x directly, without a separate doc-only deprecation stage?

@TimothyGu ... docs-deprecation is not a required first step but it's most likely to get the most support. Any deprecation is a semver-major so CTC needs to approve.
