Introduce Fuzzing with jsFuzz and fix issues found by fuzzing

• Make Decoder#decode only to raise DecodeError and DataViewIndexOutOfBoundsError

TypeScript

• Adding require("ts-node/register") in the fuzzing script allows to test TypeScript source files directly, but Iit spends extra time and memory, so it should be avoided to save computing resources
