Expose an MF6-scoped subset of the devtools Programs API to implement the sync-related parts of #81, to install MF6 and generate the module to correspond to it, in one command.. Also closes #214, which requires recording the DFN version the MF6 module is generated from.
This sets up for #144, but until then doesn't touch components, which are still hand-written for now.
This will also benefit from commit-grained version strings in MF6, if that merges. Without that, version-verified sync will only be possible for official release versions.
