Switch users to moby/sys/capability

This is NOT an issue with moby/sys, but a way to track how users are switched to moby/sys/capability.

Long story short, the github.com/moby/sys/capability package is a fork
of the original one (github.com/syndtr/gocapability), which is apparently
no longer maintained. For the changes since the fork took place, see
https://github.com/moby/sys/blob/main/capability/CHANGELOG.md.
