[Bug]: 404 for non-owned container as Admin

Steps to reproduce

1. View all containers
2. Select "Edit" on a container you don't own
3. View empty form. Network tab shows 404 on the /api/v1/sites/.../:id request

Expected behavior

Admins should be able to manage containers they don't own.

Actual behavior

Admins can view in the container list, but not get details of or modify, containers they don't own.
