[Bug]: User filter doesn't apply to container listing

Steps to reproduce

1. Go to /sites/1/containers
2. Select "all"
3. Change ?user=* in the url to ?user=<anyone else>
4. See your own containers

Expected behavior

Instead of seeing your own containers, you should see the user in the URL parameter.

Actual behavior

Setting the URL parameter to anything other than * results in seeing your own containers.
