[WIP] Instead of persisting whole program persist only resolutions

• Probably should store type reference resolutions but for that program reuse need to update to reuse type reference directive resolution from old program
• What to do about populating caches so that resolutions are reused
• Perf impact between [WIP] Persist resolutions and program information and reuse it when building program incrementally or during editor #41004 and this PR to see which one works better in real world .. As [WIP] Persist resolutions and program information and reuse it when building program incrementally or during editor #41004 makes buildinfo large but will be able to update program in much better way without having to hit the disk
• Since this was on top of [WIP] Persist resolutions and program information and reuse it when building program incrementally or during editor #41004 it needs to be cleaned up for unnecessary changes made in [WIP] Persist resolutions and program information and reuse it when building program incrementally or during editor #41004 that are not needed in this PR
