My suggestion meets these guidelines:

• This wouldn't be a breaking change in existing TypeScript/JavaScript code

I'd like to export the interfaces and such that would be needed to implement TypingsInstaller when only using tsserverlibrary. Currently, the necessary types are only available for full tsserver.
