Adds an additional Jenkins pipeline stage to run regression tests against MarkLogic Server 12 on ARM infrastructure, extending the existing ARM regression coverage.
Changes:
- Introduces a new
regressions-12 arm infrastructurestage gated todevelop+params.regressions+ provisioned EC2 agent. - Runs the existing test suite on an ARM MarkLogic 12 Docker image and publishes reports/results in
post { always { ... } }.

I find that it's hard to know if any Jenkinsfile change works until it's actually used, so it's better to just get these merged right away and see what happens.
