Massive accessibility overhaul, addressing: #1240.
Though I considered upgrading to Bootstrap 5, this redesign keeps Bootstrap v3.3.6 and introduces a new CSS framework (based on design-tokens.css) that makes it easier to control styles and follows current best practices in web coding.
I then went through every major part of the website and improved the html/CSS to fix accessibility bugs and use the new CSS system.
