Currently mintUpdate only starts, hen the power supply is online.
Because a quite common use case is, that a notebook is only charged, when it is shutdown and not in use - especially in a private home environment.
The PR allows to update, unless the current battery capacity (charge level) is below 3/4 of the maximum battery capacity.
This should give enough safety space for almost all updates.
