'Channel syncing is in progress...' modal/message appears again while the page is refreshed after a successful sync

Actual behavior

Follow-up issue after #2977

Channel syncing is in progress... modal/message briefly appears again while the page is refreshed after sync is apparently completed.

Appears in both Chrome & Firefox.

Expected behavior

Modal should not appear again.

User-facing consequences

Confusion around the syncing completion.

I confirm that issue. I also see the Sync modal for a second after the Refresh button is clicked.

Still able to replicate this on hotfixes branch, not fixed by the latest release.

@rtibbles It seems we no longer show the progress modal for syncing?

I moved it into the top bar along with the publish modal so that it was no longer blocking, as we're applying edits in precise order now - although it would probably be better if we blocked the individual resource nodes like we do for a copy.

Hmm, I'm not getting the progress in the top bar, so that seems like a new bug, but we can close this
