[uss_qualifier] Clean up NetRID automated testing

The PR addresses a number of findings from an exercise to create a NetRID test configuration for the US UTM Implementation:

• Adds an optional (selectable by specification of system_identity or not) scenario to the F3411-22a test suite to collect versions of systems under test
• Adjusts values in Kentland rid.kml to be more usable in tests (ISO format serial number, more general characteristic descriptions, etc).
• Downgrades severity of a number of checks where the test can continue even after failure
• Fixes two typos in requirement ID test scenario documentation
