  1. init all class variables (e.g. specialize) to default values
  2. extend AligendAlocator to handle external memory pointers and move them into state_storage if undef USE_MM_MALLOC

Merge pull request #54 from iqusoft/development

Fix CI/CD issues.

They related to using different "python" during IQS configuration and unit-test execution.
With this fix, the CI/CD files use python from miniconda in both cases.
In addition, we trigger 2 of the 4 CI/CD upon pushing to the "development" branch too.
