Documents where OikosBot actually stands, for both audiences:

  • docs/STATUS.adoc (human) — what works, what does not, and how every claim was verified.
  • .machine_readable/6a2/STATE.a2ml (machine) — milestones, blockers, next actions, plus a new [verified-facts] block separating measured facts from inference.
  • README status section and docs/README.adoc index updated to point at both.

Both lead with the limitation, not the achievement: every resource figure is a heuristic estimate and --check cannot block a merge (#48). OikosBot is an advisor, not a regulator, until calibration lands. Burying that would be the same overclaiming this project exists to detect.

Also records three operational signatures worth recognising on sight:

  • Actions billing exhaustion → failure with zero steps (hit 2 of 15 swept repos; not a workflow defect).
  • Timeout expiry → reported as "cancelled", not "failed" (why the docs site sat un-deployed through 30 runs).
  • A workflow displayed as a path rather than a name → never parsed.

Adds docs/STATUS.adoc (human) and brings .machine_readable/6a2/STATE.a2ml
(machine) up to date, so both audiences get the same picture.

Both lead with what does NOT work, because the honest limitation is the one
a reader most needs: every resource figure is a heuristic estimate and
--check cannot block a merge (issue #48). OikosBot is an advisor, not a
regulator, until calibration is wired in.

STATE.a2ml gains a [verified-facts] block recording what was MEASURED rather
than inferred — image runs, 101 SARIF results ingested by GitHub, Pages
deployed for the first time, the linter's vacuity, and the phantom-SHA scale
(local grep said 149 files / 120 repos; origin says 31, only 7 executable).

Also records three operational signatures worth recognising later: Actions
billing exhaustion presents as 'failure' with ZERO steps; timeout expiry is
reported as 'cancelled', not 'failed'; and a workflow shown as a PATH rather
than a name means it was never parsed.
