…/locus) Operationalize the three-axis finding classification (item #3 of the post-extraction follow-ups), layered intent -> action -> outcome: - NEUROSYM.a2ml gains a canonical `[finding-taxonomy]` definition of all three axes and their allowed values: intent must | intend | wish maintenance corrective | adaptive | perfective | preventive locus systems | compliance | externalities - policies/finding_taxonomy.ecl makes the INTENT axis executable in Eclexia (dogfooding the resource-bounded engine). intent is a pure function of a finding's confidence and is identical to the gitbot-fleet Safety Triangle: must >= 0.95 (eliminate/auto-fix), intend >= 0.85 (substitute/review), wish < 0.85 (control/human). `maintenance` and `locus` are categorical tags set per rule, so they are not computed. - `locus=externalities` is the oikos eco/econ sense (energy/carbon/resource), realised by the existing sustainability policies. - policies/README.adoc documents the policy set + the taxonomy. STATE.a2ml refreshed per the AGENTIC on-exit convention. No Rust changes; the eclexia crate's tests still pass (the .ecl is declarative and, like the existing policies, is not parsed by the default builtin path).
