regenerate a v2 of the ocliff generator

Context

We want to begin updating and adding new CLI capabilities to our gitbabel cli tool. Our current ocliff is based on version 1 which is now deprecated and they have the latest version tagged at 2.6.1.

Actions

Step 1

We will need to regenerate the ocliff cli code based to use the new 2.x line off the generator

$ npx oclif generate gitbabel

do the generator on a new branch and be prepared for it to over-write everything

Step 2

Implement the initial gitbabel init command which will create the .gitbabel/ folder and also create a config.json file within the newly generated folder.
