feat(ci): add FSLABSCLI_VERSION env var for pinned version updates#317

CI can now set FSLABSCLI_VERSION=2.43.0 to pin a specific CLI version. Fails hard if the version or a compatible binary is not found. Takes precedence over FSLABSCLI_AUTO_UPDATE.
