don't send cliconn snote when hexed IP matches actual IP #11
Description
noticed this on webchat.freenode.net where users have both a hexed IP ident and a webirc spoofed actual IP. this means they initially get cliconn snoted correctly but syn notices the hexip and snotes them, again, for the same IP
