TTD Merge Plan: Phase 7 (Final Documentation & CI Lock)

This is the final PR in the TTD integration series. It locks in the high-integrity standards established during the extraction.

Key Changes:

• Architecture Sync: Updated docs/architecture-outline.md to reflect that Renderer Port and TTD are now fully implemented foundational layers.
• Mission Complete: Marked all DIND (Deterministic Ironclad Nightmare Drills) phases as complete.
• Social Contract: Formalized the 'Drill Sergeant' discipline in AGENTS.md, requiring 'Tests as Spec' and zero-warning tolerance for all future contributors.
• Policy Lock: Reinforced the pre-commit and pre-push hooks to ensure formatting, SPDX headers, and determinism guards are never bypassed.

Verification:

• All 7 PR phases successfully extracted, hardened, and verified.
• Workspace total: 721 tests passing.
