Consider broader use of @enforce_type decorators

We should consider extending the use of the @enforce_type decorator throughout the codebase.

Consider replacing the custom enforce_type decorator with beartype (fast) or typeguard (pytest integration) for more robust and well-maintained runtime type checking.
