Fixes #3934

#3923 introduced #3934 by skipping backend offers when any fleets had pool (instance) capacity for the run. The problem with 0-scaled services was that any fleets have capacity for them, so wrong fleets could be chosen. Explicitly require at least one pool instance to count as having capacity.
