Fix installer build locally by not assuming that projects that import Subsets.props don't need to ever import the Arcade SDK.
Rename
corehost/build.projtocorehost/corehost.projsince the file-name compare against"Build.proj"in MSBuild is case-insensitive and was also catching it (which it shouldn't have been).
