This won't be able to work because the dependent change in dotnet/sdk#34701 didn't make it to VMR until after we've switched to internal flow. This will have to be applied to the internal branch instead. |

Re-enables the R2R tests that were disabled by #17118. The underlying issue is fixed by dotnet/sdk#34701 and can't be merged until those changes have flowed into installer.
