Replace samples\HelloWorld with VS/XA template

In #4545 we stop using apk sizes of XA runtime test (Mono.Android_Tests) for regression testing as it changes frequently.

The "clean" template should replace that.

The project will be built with help of proxy project to make it easily maintainable just by replacing with uptodate XA template project.
