Proposed changes

Updates the URL paths for:

CLI reference /engine/reference/commandline/[command[_subcommand]] -> /reference/cli/docker/[cmd[/subcommand]/]
dockerd /engine/reference/commandline/dockerd/ -> /reference/cli/dockerd/
Dockerfile /engine/reference/builder/ -> /reference/dockerfile/
