https://download.docker.com doesn't have checksums or ARM builds for static binary releases

- `docker`: switch from get.docker.com to download.docker.com (docker-library/docker#54) - `golang`: address a bit of a snafu with `release-branch.go1.8` around the upcoming 1.8.2 release (docker-library/golang@a3b3abe)
