Relocate the Docusaurus docs site from docs/ into sites/docs-devsy-sh/ to match the sites/ layout used by other site directories. Move netlify.toml into the site dir and drop the now-redundant base key. Update path references in labeler, pre-commit, README, CONTRIBUTING, and the docusaurus editUrl.
